Role Overview

The IT Administrator keeps IBL's digital infrastructure running securely, reliably, and efficiently, enabling IBL staff and partners to work effectively in both office and field environments. This role is critical to IBL's data security, program operations, and compliance with data protection obligations.

Key Duties and Responsibilities

  • Manage and maintain IBL's ICT infrastructure, including computers, laptops, tablets, mobile devices, networking equipment, and software.
  • Provide first-line technical support to IBL staff, troubleshooting hardware, software, and connectivity issues promptly.
  • Set up, configure, and secure all new devices before issuing to staff.
  • Manage IBL's internet and Wi-Fi connectivity, ensuring reliable, secure access in all offices.
  • Manage user accounts, email accounts, and access rights across IBL systems, including Google Workspace or Microsoft 365.
  • Ensure Multi-Factor Authentication (MFA) is enabled on all critical systems.
  • Maintain the IBL ICT Asset Register, logging all hardware, software licenses, and cloud subscriptions.
  • Conduct user access reviews every 6 months and revoke unnecessary access.
  • Implement and maintain IBL's ICT security controls, including antivirus, firewalls, encryption, backups, and patch management.
  • Ensure all staff devices are encrypted, patched, and compliant with IBL's ICT and Digital Security Policy.
  • Manage IBL's data backup system, ensuring daily backups run, are encrypted, and are tested quarterly.
  • Respond to ICT security incidents following the IBL Incident Response procedure.
  • Support IBL's compliance with the Tanzania Personal Data Protection Act (2022).
  • Support program teams in setting up and using digital data collection tools (KoBoToolbox, ODK, Google Forms).
  • Maintain IBL's program databases and ensure data is stored securely and backed up.
  • Provide ICT support for field operations including mobile data, GPS devices, and offline-capable tools.
  • Deliver annual ICT security awareness training to all IBL staff.
  • Ensure all staff have signed the IBL ICT Acceptable Use Agreement.
  • Coordinate ICT vendor relationships, including internet providers, software suppliers, and device maintenance contractors.

Required Qualifications

  • Bachelor's degree or Diploma in Information Technology, Computer Science, Computer Engineering, or a related technical field.
  • Minimum 2 to 3 years of IT support or systems administration experience.
  • Proficiency in Windows and/or Linux operating systems, and Microsoft 365 or Google Workspace administration.
  • Experience with network administration, Wi-Fi setup, and IT security tools.
  • Knowledge of data backup systems and cloud storage platforms.
  • Experience with data collection tools (KoBoToolbox, ODK, SurveyCTO) is an advantage.
  • Understanding of data protection and cybersecurity principles.
  • Fluency in English and Kiswahili.
