Role Overview

The Finance Manager is the steward of IBL's financial integrity, ensuring that every shilling is properly accounted for, every donor requirement is met, and every program has the financial foundation it needs to deliver impact. This role is critical to IBL's credibility with donors, regulators, and communities.

Key Duties and Responsibilities

  • Maintain IBL accounting system, ensuring all financial transactions are accurately recorded, coded, and filed.
  • Manage IBL's day-to-day financial operations including payments, receipts, petty cash, and bank reconciliations.
  • Prepare monthly budget-versus-actual reports for management and program teams.
  • Manage cash flow forecasting and ensure adequate liquidity for program operations.
  • Prepare timely and accurate financial reports for all active donor grants in the required formats.
  • Ensure all program expenditures comply with donor allowable cost provisions and grant agreement conditions.
  • Maintain a Grant Compliance Register tracking deadlines, prior approval thresholds, and reporting obligations for each active grant.
  • Coordinate with Program Managers to ensure accurate financial coding of program expenditures.
  • Ensure timely remittance of all statutory obligations (PAYE, NSSF, WCF, SDL, and withholding tax) in compliance with Tanzanian law.
  • Maintain IBL Tax Clearance Certificate and all tax exemption certificates; monitor renewal dates.
  • Prepare and file annual income tax returns and other statutory filings with the Tanzania Revenue Authority (TRA).
  • Lead procurement processes in accordance with IBL Finance and Procurement Policy and donor requirements.
  • Maintain the Fixed Asset Register and coordinate annual physical asset verification.
  • Manage vendor relationships and ensure all contracts are properly executed and filed.
  • Coordinate the annual external audit, prepare audit schedules, and liaise with auditors.
  • Prepare IBL's annual financial statements in accordance with applicable accounting standards.
  • Respond to audit findings and implement management letter recommendations.

Required Qualifications

  • Bachelor's degree in Accounting, Finance, Commerce, or a related field. CPA (T) or ACCA qualification is strongly preferred.
  • Minimum 5 years of progressive financial management experience, with at least 3 years in the NGO or development sector.
  • Demonstrated experience managing multi-donor grant portfolios and preparing donor financial reports.
  • Strong knowledge of Tanzanian tax law, TRA requirements, NSSF, WCF, and employment statutory obligations.
  • Proficiency in accounting software (QuickBooks, Sage, or equivalent) and Microsoft Excel.
  • Experience with US Government (USAID), EU, or UN-funded projects is an advantage.
  • Fluency in English and Kiswahili.
